Message	use a wire wheel to remove it, then rough up the metal (if needed) with 400 grit or so, de-grease, apply some Bull Dog adhesion promoter (or similiar) and repaint. A number of folks have had good luck with the truck spray-on bedliner as another way to go - this would give more of a textured finish...
